Coronavirus disease 2019 (COVID-19) is not the world’s first pandemic, and it is unlikely to be the last. In recent years, there have been actual or potential pandemics in 2002 (severe acute respiratory syndrome coronavirus), 2009 (H1N1 influenza), 2012 (Middle East respiratory syndrome coronavirus), and 2014 (Ebola). The new normal seems to be an actual or potential epidemic every 2 to 3 years.

Loss of life is one devastating effect of regular pandemics and economic damage is another. Consider what happens to the economy if pandemics occur regularly. Close association of individuals with different perspectives is a key to productivity. การประชุมครั้งนี้เป็นครั้งที่ 30 มีการพิจารณารายงานผลความคืบหน้าในการดำเนินงานของ คณะอนุกรรมาธิการกีฬา 2 คณะ ประกอบด้วย คณะอนุกรรมาธิการติดตามผลกระทบทางด้านการกีฬาเนื่องจากสถานการณ์การแพร่ระบาดของเชื้อไวรัสโคโรนา 2019 โดย ส.ส.ดร.เอกการ ซื่อทรงธรรม เป็นประธานคณะอนุกรรมาธิการฯ และ คณะอนุกรรมาธิการศึกษาพระราชบัญญัติกีฬามวย พ.ศ.2542 โดย ส.ส.ดร.สิริพงศ์ อังคสกุลเกียรติ เป็นประธานอนุกรรมาธิการฯ

ส.ส.ดร.เอกการ ซื่อทรงธรรม ประธานคณะอนุกรรมาธิการ ติดตามผลกระทบทางด้านการกีฬา เนื่องจากสถานการณ์การแพร่ระบาดของเชื้อไวรัสโคโรนา 2019 กล่าวว่า คณะอนุฯนี้ เกิดขึ้นท่ามกลางสถานการณ์การแพร่ระบาดของโรคไวรัสโคโรนา 2019 เป็นการศึกษาผลกระทบที่เกิดขึ้นในวงการกีฬาเพื่อดำเนินการแก้ไขอย่างเป็นรูปธรรม ซึ่งได้ทำการประชุม 9 ครั้ง พร้อมทั้งเชิญหน่วยงานที่เกี่ยวข้องเข้ามาหารือรวมทั้งสิ้น 14 หน่วยงาน อาทิ การกีฬาแห่งประเทศไทย กองทุนพัฒนาการกีฬาแห่งชาติ ค่ายมวยบัญชาเมฆ และคณะวิทยาศาสตร์การกีฬา มหาวิทยาลัยเกษตรศาสตร์ เป็นต้น ทำการศึกษาผลกระทบตั้งแต่เริ่มมีการกระบาดและประกาศพระราชกำหนดบริหารราชการในสถานการณ์ฉุกเฉิน พ.ศ. 2548 ถึงปัจจุบัน ,ศึกษาความต้องการและความคาดหวังของภาคส่วนกีฬาที่ภาครัฐจะสามารถส่งเสริมสนับสนุนในช่วงระยะฟื้นฟูเร่งด่วนช่วงเดือน(สิงหาคม- ธันวาคม)และ ศึกษาความต้องการและความคาดหวังของภาคส่วนกีฬา ที่ภาครัฐและภาคเอกชนสามารถสนับสนุนในช่วงฟื้นฟูให้ความยั่งยืนตลอดปี 2564

การพิจารณา จึงมีการพิจารณาหาแนวทางในการช่วยเหลือผู้ประกอบการธุรรกิจด้านการกีฬา ,การพิจาณาแนวทางในการหามาตรการทางการเงินเพื่อช่วยเหลือผู้ประกอบการธุรกิจด้านการกีฬา,การพิจารณาแนวทางในการหามาตรการทางภาษีเพื่อช่วยเหลือผู้ประกอบการธุรกิจด้านการกีฬา ประเด็นหารือ การช่วยเหลือและเยียวยานักกีฬา รวมถึงแนวทางการผ่อนปรนกิจการและกิจกรรมด้านการกีฬาเพื่อป้องกันการแพร่ระบาดของโรคโควิด19 ตาม พ.ร.บ.การกีฬาแห่งประเทศไทย พ.ศ.2558 โดยเฉพาะประเด็นข้อกฏหมายและแนวทางการกำหนดระเบียบหลักเกณฑ์การให้กู้ยืมเงิน ให้ยืม ตามมาตรา 9 มีการเสนอให้ นักกีฬาและบุคลากรทางการกีฬาและนักกีฬาคนพิการให้เข้าถึงแหล่งเงินทุน มีการใช้ประโยชน์จาก กฏหมาย ตาม พ.ร.บ.การกีฬาแห่งประเทศไทย พ.ศ.2558 ส.ส.ดร.เอกการ

ส.ส.ดร.เอกการ กล่าวต่อว่า คณะอนุฯ ได้มีการอภิปรายและผลักดันให้ การกีฬาแห่งประเทศไทย และ กองทุนพัฒนาการกีฬาแห่งชาติ ได้ใช้กฏหมายดังกล่าว ผลปรากฏว่า ในการประชุมครั้งที่ 9 ที่ประชุมมีมติร่วมกันให้กองนิติการ การกีฬาแห่งประเทศไทย ดำเนินการศึกษากฏหมายและระะเบียบที่เกี่ยวข้องเพื่อทำการวางหลักเกณฑ์เกี่ยวกับการให้ยืมเงิน ตามมาตร 9 แห่ง พ.ร.บ.การกีฬาแห่งประเทศไทย พ.ศ.2558 ซึ่ง กกท. จะทำการจัดทำแนวทางและขั้นตอนทางกฏหมายในการใช้เงินกองทุนพัฒนาการกีฬาแห่งชาติเพื่อให้นักกีฬาและบุคลากรทางการกีฬา ได้กู้เงินหรือให้ยืมเงิน ซึ่งจะมีการยกร่างหลักการเหตุผล เสนอผู้ว่า กกท. และ ขออนุมัติตามลำดับตามขั้นตอน ที่จะมีการหารือกับผู้จัดการกองทุนพัฒนาการกีฬาแห่งชาติเพื่อแก้ไขระเบียบคณะกรรมการการกีฬาแห่งประเทศไทยฯ ให้สามารถนำเงินกองทุนมาใช้กับนักกีฬาให้มากที่สุด

สิ่งที่เกิดขึ้น นี่คือกระบวนการขั้นตอนการผลักดันให้เกิดการใช้กฏหมายที่ได้บัญญัติขึ้น ตามหน้าที่ของ คณะกรรมาธิการกีฬา สภาผู้แทนราษฎร ที่อยู่ในช่วงของการออกแบบเพื่อจัดทำแนวทางที่ถูกต้องในการใช้เงินตามวัตถุประสงค์ของ พ.ร.บ.การกีฬาแห่งประเทศไทย ตามมาตรา 9 และถือได้ว่า การใช้กฏหมายที่จะเป็นประโยชน์ได้เริ่มต้นขึ้นแล้ว ซึ่งคณะอนุฯนี้จะยังคงติดตามเพื่อให้ได้ร่างที่ชัดเจน และหากสำเร็จในอนาคต กรณีนี้ จะเป็นประวัติศาสตร์ต่อวงการกีฬา ที่ยังจะเป็นการแบ่งเบาภาระให้กับรัฐบาลในการดูแลนักกีฬาที่ได้รับผลกระทบต่อไป ส.ส.ดร.เอกการ กล่าวในที่สุด

ด้าน ส.ส.ดร.สิริพงศ์ อังคสกุลเกียรติ ประธานคณะอนุกรรมาธิการศึกษาพระราชบัญญัติกีฬามวย พ.ศ.2542 กล่าวว่า คณะอนุกรรมาธิการศึกษาพระราชบัญญัติกีฬามวย พ.ศ.2542 ได้จัดประชุมครั้งแรกเมื่อวันที่ 31 กรกฎาคม 2563 ถึงปัจจุบันรวมจำนวน 13 ครั้ง แบ่งภาระกิจเป็น 2 รูปแบบ คือการพิจารณารับฟังความคิดเห็นจากหน่วยงานรัฐและผู้มีส่วนเกี่ยวข้องในวงการกีฬามวยที่ขึ้นทะเบียนต่อสำนักงานคณะกรรมการกีฬามวย จำนวน 7 กลุ่ม ประกอบด้วย นักมวย อายุ 15-17 ปี และนักมวยอายุ 18 ปีขึ้นไป,ผู้ฝึกสอน,ผู้ตัดสิน,ผู้จัดการมวย, ผู้จัดรายการแข่งขัน,นายสนามมวยและหัวหน้าค่ายมวย ได้อภิปรายถึงปัญหาอุปสรรคของหน่วยงานรัฐผู้บังคับใช้กฏหมายและหัวหน้าค่าย ตั้งแต่คำนิยามของคำว่า กีฬามวย และสิ่งที่บัญญัติในการจำกัดอายุนักมวยต้องมีอายุ 15 ปี ขึ้นไปถึงจะขึ้นชกได้ทั้งที่การฝึกมวยจะเริ่มตั้งแต่อายุ 8 ปี และการพิจารณากำหนดให้มีอุปกรณ์ป้องกันที่เหมาะสมให้แก่นักมวยเด็กเมื่อแข่งขันกีฬามวยให้มีมาตรฐานสากล

ประเด็นสำคัญ มีการนำเสนอให้แยกกองทุนกีฬามวยออกจากกองทุนพัฒนากีฬาแห่งชาติ, ให้มีการตั้งคณะกรรมการผู้ติดสินกีฬามวยที่เป็นคณะกรรมการกลาง,แก้ไขโครงสร้างกีฬามวยใน กกท.และมีการกำหนดบทลงโทษกรณีล้มมวยอย่างชัดเจนเพื่อให้เกิดความเป็นธรรม,การบัญญัติแก้ไขเพิ่มเติม พ.ร.บ.กีฬามวย พ.ศ.2542 ควรคำนึงถึงนักมวยต่างชาติที่เข้ามาแข่งขันกีฬามวยในประเทศไทย ให้ได้รับสิทธิและประโยชน์ รวมถึงการคุ้มครองจากการแข่งขันมวยในประเทศไทย,การพิจารณาศึกษาข้อกำหนดเกี่ยวกับวันพักหลังจากการขึ้นชกมวย และการแก้ไขเพิ่มเติม พ.ร.บ.กีฬามวย พ.ศ.2542 ควรมีการจัดเสวนรับฟังความคิดเห็นของบุคลากรในวงการมวยอย่างทั่วถึง ทั้งนักมวย หัวหน้าค่าย
